For Chief AI Officers and CISOs in Commonwealth entities.

The AU-hosted register every Commonwealth entity needs by default.

APS AI Plan 2025 requires every Commonwealth entity to maintain an internal register of every AI use case. Sovereign AI Register is the AU-hosted system of record that meets that obligation. It exports a signed evidence pack the agency can hand to the DTA, the Secretary or the ANAO.

The plan is in force. The tooling is a spreadsheet.

APS AI Plan 2025 commenced 1 September 2024. It applies to every Commonwealth entity under the PGPA Act. Most agencies are still tracking their AI use in shared drives and ad-hoc spreadsheets. There is no standard way to evidence a classification, capture human oversight, or export an audit trail. The cost of getting this wrong is already on the public record.

189

Commonwealth entities bound by APS AI Plan 2025

Department of Finance, 2024

500,000

unlawful debts issued by Robodebt through ungoverned ADM

Royal Commission, 2023

Four roles, one register, every AI use case accounted for.

01

Submitter

Anyone proposing an AI use case fills in a structured intake form. The fields are the ones the Plan asks for, in plain English.

02

Approver

The Chief AI Officer or CISO classifies the risk against the ten guardrails. They approve, return for revision, or block.

03

Reviewer

Internal audit and oversight bodies get read-only access. They see the full audit trail without touching the working record.

04

Exporter

One click produces a signed APS AI Plan 2025 evidence pack. The same artefact comes out as a PDF and a JSON file for GovAI reuse.

It is not a hyperscaler bundle. It is the system of record for AI use in your agency.

What it is

  • An AI use-case register
  • An evidence pack exporter
  • An immutable audit trail
  • AU-hosted and sovereign by default
  • Mapped to APS AI Plan 2025
  • Mapped to the ten Voluntary AI Safety Standard guardrails

What it is not

  • A model evaluation tool
  • A content safety filter
  • An ML observability platform
  • A hyperscaler bundle
  • An automated decision-making system
  • A general GRC suite

Why us, not AWS Sovereign Cloud, Azure Government or Sovereign Australia AI.

Hyperscalers and Sovereign Australia AI sell the host. Sovereign AI Register sits above the host as the system of record that produces compliance evidence the DTA, the Secretary and the ANAO can sign.

AWS Sovereign Cloud

Sells AU-resident infrastructure.

Sovereign AI Register

Sits above the host. Produces the APS AI Plan 2025 evidence pack the agency hands to the DTA.

Azure Government and Microsoft Purview

Governs Microsoft AI surfaces inside the Microsoft tenant.

Sovereign AI Register

Hosting-agnostic at the use-case layer. Captures third-party SaaS AI, Bedrock workloads and on-premises models with the same record.

Sovereign Australia AI

Sells AU-built compute and model hosting.

Sovereign AI Register

The system of record above the model. Ten guardrails as a structured panel. Signed export the ANAO and the Secretary can read.

Built for the people accountable for AI in government.

Chief AI Officers and CISOs

Tier 2 and Tier 3 Commonwealth entities

  • Stand up your APS AI Plan 2025 register in six weeks, not six quarters.
  • Classify every use case against the ten Voluntary AI Safety Standard guardrails by default.
  • Capture human oversight evidence at the point of decision, not after the fact.
  • Show the next Posture Report a live register, not a SharePoint folder.

Boards and accountable authorities

under the PGPA Act

  • See every AI use case in the agency on a single screen.
  • Pull a quarterly board pack straight from the live register. No hand collation.
  • Trace any decision back to the person, the policy and the date in seconds.
  • Evidence the accountable-officer designation the Plan requires.

Internal audit and oversight

board, ANAO and OAIC-facing

  • Read-only access with no risk of tampering with the working record.
  • An immutable timeline of every classification, comment and approval.
  • Evidence packs aligned to the DTA Assurance Framework, on demand.
  • One artefact that answers an OAIC, ANAO or regulator request.

Indigenous Data Custodians

and CARE Principles communities of practice

  • CARE Principles encoded into the data classification taxonomy by default. Collective Benefit, Authority to Control, Responsibility, Ethics.
  • Flag any use case touching Indigenous data holdings at intake. Route to the right custodian before classification.
  • Aligns to the AIATSIS Code of Ethics for research and data practice.
  • 9t5 is engaging an Indigenous data governance advisor as a paid Phase 1 engagement so the encoding is real, not decorative.

Why this matters now.

Australia is following the EU AI Act trajectory. APS AI Plan 2025 is the first mandatory step. Tranche 2 Privacy reforms will add automated decision-making transparency. The Voluntary AI Safety Standard sets the template for what mandatory looks like. Agencies that build the evidence trail now are ready when the rules harden, and the build sits in Australian hands.

APS AI Plan 2025 is in force

Every Commonwealth entity must register, classify and oversee AI use today. The DTA Policy commenced 1 September 2024.

EU AI Act on the same arc

EU governance and general-purpose AI rules applied from 2 August 2025. The bulk of high-risk obligations follow in 2026. Australia is moving on the same trajectory.

Tranche 2 Privacy reforms ahead

Automated decision-making transparency rules are signalled. The Children's Online Privacy Code must be registered by 10 December 2026 (OAIC).

Australian jobs and economic security

An AU-built and AU-owned product. Around 45 AU engineering jobs sustained over the IGP five-year forecast, with one regional Australian engineering hire committed for Phase 1. Every artefact owned by 9t5 Pty Ltd. Aligns to Future Made in Australia.

Built on a published evidence base, not a hunch.

Six numbers that frame the gap and the build. Each one is publicly sourced and dated.
